CS Developments Community Consultation - September 2025

CS Developments are considering applying for planning permission to build a total of seven dwellingson land located at the end of Kirkwood Avenue :

    • A pair of 1 bedroom semi-detached bungalows
    • Two 2 bedroom bungalows
    • Three 3 bedroom bungalows

Prior to the submission of formal planning permission CS Developments would like to gain the views of the residents of Woodchurch Parish.

Dear Woodchurch residents

In November 2023 Woodchurch Parish Council and The HUB undertook a survey of the whole of the Woodchurch Parish to better understand the needs of the Woodchurch community. The housing section of the survey identified the following preferences of the community:

8.1 – What is your preference for the location of new developments within Woodchurch Parish?
Almost 40% of respondents expressed a preference for infill within the village.

8.2 – Which types of housing do you think will best meet the future needs of the village?
Over 70% of respondents said that the village needed smaller 2-3 bedroom houses/bungalows.

8.3 – Are you an older person, or person with disabilities, wanting to downsize or move to more suitable accommodation?
Almost 10% of respondents said they were wanting to downsize or move to more suitable accommodation.

In order to ensure that all responses received are assessed objectively, CS Developments have requested Woodchurch HUB to independently distribute the surveys and analyse the responses. Whilst limited personal information is being requested within the survey, this is only to help with the analysis of the results and no information that could be used to identify individuals or households will be shared with CS Developments.

Location

The proposed small development would be on infill land at the end of Kirkwood Avenue that is currently inaccessible to village residents. In this location the development would only be visible from the end of Kirkwood Avenue and from between the houses 14-16 Lower Road.
In land adjacent to the proposed building plot, CS Developments has previously established an area of bio diversity and it is propose that the remaining land to the rear of the new properties would become managed grassland – managed by CS Developments.

Type of housing being proposed

In line with the preferences expressed in the village survey, there would be seven 1-3 bedroom bungalows designed to be in keeping with the existing housing in Kirkwood Avenue.
Being smaller single storey buildings with plenty of off-road parking these would be ideal for current village residents who are wishing to downsize or for residents who have had to leave the village due to the unavailability of suitable smaller housing to return.

Community Benefit

New planning developments need to demonstrate that they are delivering a positive impact to the local community. Should the planning application be successful, in addition to providing the mix of smaller dwellings as identified by village residents, CS Developments will donate a sum of £35,000 to a community cause, to be identified by the Woodchurch community.
